FOCUS is for everyone who generates or consumes billing data.
Generators
Billing data generators generate FOCUS billing data for their customers or internal stakeholders:
- Cloud Service Providers (CSPs) a.k.a. Infrastructure-as-a-Service (IaaS) providers
- Software-as-a-Service (SaaS) and Platform-as-a-Service (PaaS) vendors
- Independent Software Vendors (ISVs)
- Private cloud vendors
- Internal teams who do chargebacks for data center usage
Cloud Service Providers
The largest Cloud Service Providers are now generating cost and usage billing data in the FOCUS format. Practitioners can get started by downloading your FOCUS billing data from your CSP(s).
SaaS Vendors
SaaS vendors are also just beginning to generate FOCUS billing data for their customers. Version 1.2 of FOCUS – coming in June 2025 – will introduce new columns that are specific to SaaS needs.
Consumers
End users are FinOps Practitioners who consume FOCUS datasets. These individuals perform FinOps for their organization.

Generator + Consumer
FinOps tool vendors both generate and consume billing data. They provide FinOps tools or FinOps consulting services for other organizations. FinOps vendors consume billing data from cloud vendors, and generate billing data for their customers.
